Multifamily Rental Housing New Construction

Program Overview

The Multifamily New Construction Program provides funding to support the development of new multifamily rental housing across Maui County. The goal is to increase the long-term supply of resilient, affordable rental units, especially for households impacted by the Maui Wildfires. The completed developments will provide long-term affordable rental housing for income-eligible households.

Gap funding may be provided in the form of a subsidy or a loan, and may be used for land acquisition, infrastructure development, and/or construction. The County will prioritize shovel-ready projects with entitlements and may co-locate multifamily housing with other developments to maximize infrastructure and community benefit. All units must meet modern safety, energy, and disaster-resilient standards, with a required affordability period of no less than 20 years. 

The allocation amount is $185,000,000.00

Notice of Funding Availability (NOFA)

Background

The County of Maui Office of Recovery is pleased to announce the release of the Notice of Funding Availability (NOFA) for the CDBG‑DR Multifamily Rental Housing New Construction Phase 2 Program. This competitive funding opportunity is open to eligible organizations seeking support for the development of new affordable multifamily rental housing on the island of Maui.

This NOFA represents the County’s commitment to expanding long‑term affordable housing opportunities and supporting resilient, sustainable development aligned with approved CDBG‑DR program goals.

Program Guidelines

All applicants must review the Multifamily Rental Housing New Construction Program Guidelines, which govern eligibility, underwriting requirements, construction standards, long‑term affordability, and compliance obligations. The policy is available in the Ho‘okumu Hou Document Library.

Eligible Applicants and Projects

Eligible applicants include units of local government, certain public agencies, nonprofit organizations, and for‑profit or nonprofit developers with the organizational and financial capacity to construct affordable multifamily rental housing.

Projects must, at a minimum:

  1. Develop new affordable multifamily rental housing (five or more units) on the island of Maui;
  2. Meet an eligible CDBG-DR National Objective;
  3. Demonstrate a feasible development plan, including cost reasonableness, construction timeline, and long-term operational capacity; and
  4. Comply with all applicable federal, state, and local laws and regulations, as well as construction, affordability, and program requirements outlined in the Program Guidelines.

The County of Maui Office of Recovery will prioritize projects that expand the supply of affordable rental housing, serve low- and moderate-income households, expand long-term housing affordability, are ready to proceed, and leverage other funding sources.

Application Submission

Applications may only be signed and submitted by the authorized entity representative through the Maui County Program Application Portal. Applications must include all required information, certifications, and attachments identified in the application form.
